To maintain a sustainable operational structure, we have decided to revise Article 9 (Fee Amount) of our Bylaws, based on the resolution of the General Meeting of Members held on January 12, 2026. Please be advised that the revised Bylaws will apply starting April 1, 2026.
This revision is primarily to address rising operating costs due to inflation and exchange rate fluctuations by reducing the discount rate previously applied to “annual lump-sum payments.” There is no change to the amount for monthly installment payments. Furthermore, there is no change regarding the exemption of dues for Student Members.

Background of the Revision
Compared to 2021, when the current membership dues were established, various procurement costs related to infrastructure maintenance have increased due to the recent depreciation of the yen and rising prices. Specifically, the following cost increases have occurred, and we project a total burden increase of approximately 200,000 JPY for the fiscal year 2026:
- Increase in JPNIC IP address maintenance fees.
- Rising prices of physical layer equipment and consumables, such as optical transceivers and cables.
- Effective increase in monthly fees due to the termination of discounts like NTT East/West’s “Ninen Wari” (Two-Year Discount) for FLET’S Hikari lines.
- Transition of previously complimentary lines and premises wiring provided by some companies to paid services.
Regarding our financial status, while we posted a surplus of approximately 40,000 JPY last fiscal year, we remain in a deficit on a cumulative basis due to losses carried forward from previous years. Currently, the shortfall is covered by personal funds from directors to maintain operations. However, to prevent further expansion of the deficit amidst continuing cost increases and to stably provide the experimental network environment in the future, we have decided to ask our members to bear a fair share of the costs.
Details of the Revision
We will change the amount for annual lump-sum payments for Regular Members and Experimental Network Members.
Previously, compared to the monthly payment total (1,200 JPY × 12 months = 14,400 JPY), the annual lump-sum payment was set at 12,000 JPY, providing a discount of 2,400 JPY. With this revision, the annual lump-sum payment will be 13,200 JPY, reducing the discount amount to 1,200 JPY.

Chapter 4 Supplementary Provisions, Article 9 (Amount of Membership Dues)
【Before Revision】
The annual membership fee is to be paid in full for 12,000 yen. For monthly installment payments, the fee amount is 1,200 yen per month.
【After Revision】
1. Regular Members and Experimental Network Members The annual membership fee is to be paid in full for 13,200 yen (untaxable). For monthly installment payments, the fee amount is 1,200 yen per month (untaxable).
2. Corporate Members The membership fees for corporate members shall be separately stipulated.

Effective Date of Revision
The revised membership dues will apply to payments made on or after the effective date (April 1, 2026). For payments completed by the day before the effective date, the pre-revision amount will apply, even if the covered period includes dates on or after the effective date.
Regarding Fee Exemption for Student Members
In this revision, consistent with our organization’s goal of supporting the development of young engineers, the consideration for Student Members remains in place. Based on Article 8 (Payment of Membership Fees), dues for Regular Members and Experimental Network Members who are students will continue to be exempt.
